LOCATION

Located approximately 100 kilometres east of Toronto, NHH delivers a broad range of acute, post-acute, outpatient and diagnostic services. Acute services include emergency and intensive care, medical/surgical care, obstetrical care and palliative care. Post-acute specialty services (PASS) include restorative care and rehabilitation. Mental health care, cancer and supportive care, dialysis and other ambulatory care clinics are offered on an outpatient basis through partnerships with regional centres and nearby specialists. NHH offers a full range of diagnostic services, including magnetic resonance imaging (MRI), computed tomography (CT) and mammography. The hospital serves the catchment area of west Northumberland County. A mixed urban and rural population of approximately 67,000 residents, west Northumberland comprises the Town of Cobourg, the Municipality of Port Hope, Alderville First Nation and the townships of Hamilton, Cramahe and Alnwick/Haldimand. ROLE OVERVIEW

Reporting to the Director of Clinical Services, the Clinical Manager provides the vision, strategic direction, and leadership to support improvement and transformation of patient access and flow in keeping with the Hospital’s mission, vision, values, and strategic direction. The Clinical Manager also manages the Allied Health team and provides leadership to support the team’s professional development and implementation of best practices across the organisation.

The Clinical Manager provides visible leadership and demonstrates responsibility, accountability, and commitment to the development of a work environment that exemplifies interprofessional and ethical practice; professional autonomous decision making; integrative thinking; appreciative inquiry; a shared governance philosophy; and recognition through the support of professional development and continuing education opportunities for the program.

Creating a culture of shared accountability for the integration of best practices and a philosophy of ‘Home First,’ the Clinical Manager champions NHH’s Strategic Plan and Quality Improvement efforts. The Clinical Manager will identify and drive key tactics to support and improve access and flow in an effort to sustain efficient and effective patient access and flow as well as build collaborative community partnership. The Clinical Manager will also be responsible for ensuring the ongoing spread and sustainability of all surge capacity planning; and initiatives to support corporate capacity, including the NHH’s ALC strategy and liaison with community partners to support integration of services.

As a powerful change agent, the Clinical Manager integrates resource utilization management best practices with his/her process redesign expertise. Integral experiential qualifications include knowledge of system design; soft systems methodology; value stream mapping; waste reduction; workplace process reorganization; and Lean principles. The successful candidate will have a demonstrated understanding of organizational change management, operational improvement, performance management, culture, and the ability to support the sustainability of patient access and flow process improvements at the patient care unit level.

As an integral part of this role, the Clinical Manager works collaboratively with all members of the health care team and all programs, departments, and services throughout NHH to support efficient and effective patient access and flow allowing all patient care programs to accomplish NHH’s shared purpose of People First.

QUALIFICATIONS/REQUIREMENTS

  • Regulated healthcare professional, preferred with a minimum 5 years’ acute health care experience
  • Masters in Health Sciences, Administration or Business Administration preferred
  • Minimum of five years demonstrated leadership experience with experience in involving and motivating teams of diverse professionals in achieving desired results
  • Experience working in or certification in Lean, preferred
  • Experience supporting and leading Patient Access and Flow in a hospital setting, preferred

ASSETS

  • Experience in Program Management and Change Management
  • Experience in Patient and Family Co-Design in healthcare
  • Experience with EPIC Clinical Information System
  • Knowledge and Experience with home and community care in Northumberland County
  • Experience with best practices for Allied Health Care Professionals, preferred

EMPLOYMENT REQUIREMENTS

Successful applicants are required provide a satisfactory vulnerable sector criminal reference check, that was complete less than one year from the date of hire. This requirement must be met within the first sixty (60) days of employment.

Additionally, to the above, successful applicants are also required to complete the Health Care Worker Health review process which includes providing an up-to-date immunization record to ensure compliance with the Ontario Hospital Association Communicable Diseases Surveillance Protocols within the first thirty (30) days of employment. Northumberland Hills Hospital operates a mandatory COVID-19 vaccination policy for all staff.
