Northumberland Hills Hospital (NHH) is located approximately 100 kilometres east of Toronto and delivers a broad range of acute, post-acute, outpatient and diagnostic services. Acute services include emergency and intensive care, medical/surgical care, obstetrical care and palliative care. Post-acute services include restorative care and rehabilitation. Mental health care, chemotherapy, dialysis and 16 other ambulatory care clinics are offered at NHH on an outpatient basis through partnerships with regional centres and nearby specialists. NHH offers a full range of diagnostic services, including magnetic resonance imaging (MRI), computed tomography (CT) and mammography. The hospital serves a catchment area known as west Northumberland County. A mixed urban and rural population of approximately 60,000 residents, west Northumberland comprises the Town of Cobourg, the Municipality of Port Hope and the townships of Hamilton, Cramahe and Alnwick/Haldimand.

POSITION DESCRIPTION
Ontario Shores in partnership with Northumberland Hills Hospitals (NHH), Campbellford Memorial Hospital (CMH is seeking a full time Integrated Director for Mental Health, Community Programs and Services. Reporting to the Vice President, Clinical Services at Ontario Shores, Vice President of Clinical Services and Chief Nurse Executive at Northumberland Hill Hospital and Campbellford Memorial Hospital, the IMHCPS will be responsible for the planning, development, coordination and service delivery of multiple specialized clinical program(s) offered by NHH and CMH and provide leadership in advocating for community programs and services that support our respective mandates. She/he will lead and manage multidisciplinary professional and support staff within the clinical program, and contribute to the overall delivery of services within the North East Cluster and the Central East Local Health Integrated Networks (LHINs). In addition, the IMHCPS will work closely with leaders of mental health and addictions programs in the North East Cluster and the LHIN to ensure seamless care delivery system. The IMHCPS will ensure standardization of service delivery through the uptake of quality standards and evidence based practice between the partner organizations, and operationalize the initiatives that will come out the Central East LHIN mental health and addictions strategy. The IMHCPS will also be responsible for fostering community partnerships that lead to new programs and services being offered.
DUTIES & RESPONSIBILITIES
The incumbent is responsible for the following:
• Responsible for the operational management of the specialized clinical program(s) in NHH and CMH hospitals
• Provide supervision to management and staff with a total of approximately 11 direct reports while maintaining positive working relationships with each hospitals union partners
• Providing leadership in facilitating training, education and professional development of staff assigned to the clinical programs.
• Oversee an entire system and patient care experience across many transitions of care between hospitals and community based programs
• Operationalize CELHIN priority projects, including coordinated access and centralized intake program, opioid program, etc.
• Contribute to and participate in the overall management and planning and to link with relevant personnel and organizations in the area and with Local Health Integrated Networks (LHINs).
• Ensure standardization of service delivery through the uptake of quality standards and evidence based practice between the partner organizations
• Collaborate with the other Integrated Regional Directors of Mental Health in the Northeast Cluster to facilitate seamless transitions of services between providers.
• Preparing, monitoring and managing annual operating and capital budgets necessary to ensure ongoing functioning of the clinical programs.
• Work collaboratively with the Chief of Psychiatry to plan the medical resources to ensure timely access to psychiatry services.
• Responsible to recognize and report client, staff, and environmental safety issues, identify and implement preventative and corrective actions.
• Identify opportunities for community program development and partnerships
QUALIFICATIONS REQUIRED & PREFERRED
• Master’s Degree in one of the social or health sciences
• Minimum 10 years of experience leading large, complex health teams
• Several years of directly related experience in the field of mental health
• Ability to coach and mentor others is required
• Experience in being part of a strategic change management process across institutions
• Demonstrates leadership, motivational and team-building skills using a progressive, collaborative, non-authoritarian management style with the demonstrated ability to effectively engage, inspire, empower, challenge, and coach teams and is comfortable sharing/delegating decision-making
• Regulated health professional with registration in good standing with the appropriate college.
KNOWLEDGE
• Extensive knowledge of clinical theory and practice in mental health is required
• Excellent communication and interpersonal skills
• Demonstrable practice coaching and mentoring others
• Ability to demonstrate extensive knowledge and application of change management, and organizational /system leadership.
• Well developed, analytical and conceptual skills with an excellent ability to plan, coordinate and implement change is mandatory.
• An understanding of systems approaches, a demonstrated ability to plan, coordinate and implement, and a comfort level with making business decisions
• Knowledge of financial management methods
• A sound knowledge of government policies, procedure and legislation related to healthcare.
• Excellent judgment is required in the formulation and modification of program objectives and strategies in dealing with difficult clinical issues in an effective and timely manner
