LOCATION
Located approximately 100 kilometres east of Toronto, NHH is a vibrant community hospital delivering a broad range of acute, post-acute, outpatient and diagnostic services. Directly serving a growing population of more than 60,000 residents spread across a mix of urban and rural settings, NHH directly employs approximately 750 people and relies on the additional support provided by a highly engaged and supportive network of physicians, midwives, and volunteers.
ROLE OVERVIEW
Reporting to the President and Chief Executive Officer and working collaboratively with other members of the Senior Leadership Team; the Chief Clinical Information Officer (CCIO) serves as a liaison with clinical operations, clinical practice, and Information Technology to guide the key priorities in support of the strategic plan.
The CCIO is responsible for ensuring clinical adoption and engagement in use of technology, driving continuous clinical process and improvement focused on patient outcomes and efficiency and developing clinical information that supports and enhances organizational capabilities. The CCIO has the operational and leadership skills to develop solutions to optimize organizational outcomes through distinctive skills that combine clinical and technical knowledge, along with expertise in informatics. The CCIO works collaboratively with the Physician IT lead and Professional Practice to ensure and promote clinical engagement in clinical information system effectiveness.
The position is a pivotal member of the Hospital’s senior leadership team, and hence, has a significant leadership role in achieving the goals of the Hospital’s strategic plan and in creating an environment that promotes clinical and administrative best practices and excellence.
In addition to playing a key role in the optimization of the new clinical information system at Northumberland Hills Hospital, this position may also play a regional role by supporting the digital strategy for the OHT Northumberland.
MAJOR RESPONSIBILITIES & PERFORMANCE REQUIREMENTS
- Acts as a key change leader in the identification, development, planning, implementation, and evaluation of informatics strategies to support quality care and professional practice
- Utilizes the knowledge and skills of clinical practice; aligns people, processes, and technology to support evidence-based information systems that enable the delivery of efficient and effective clinical care across the organization.
- Participates as key strategic partner in providing informatics expertise in the planning and implementation of new care delivery and payment models.
- Provides leadership in the acquisition of data to answer questions that lead to improvements in business processes, finance, care delivery, safety, and outcomes.
- Oversees the continued evolution of informatics practice as informed by public policy and/or best practice.
- Leads the integration of education and research into practice, guiding evidence-based decisions while advocating for technologies that contribute to positive patient outcomes.
- Oversees end-to-end system improvement such as including an analysis of the current practice and process, technical options, and the potential impact of the solution options on the workflow.
- Develops methodologies to measure and evaluate the outcome of clinical system implementations.
- Conducts routine communication with stakeholders to tailor content to organizational needs and potential for improvements to support clinical optimization.
- Develops clinical informatics strategies that influence the procurement, implementation, and optimization of clinical information systems.
- Provides critical analysis and optimization in the use of clinical information systems and associated processes that result in improved efficiencies and quality patient care.
- Establishes external partnerships to evaluate and leverage best solutions to knowledgeably inform the informatics strategies.
- Establishes and oversee shared governance structures to ensure broad stakeholder representation in setting priorities for system upgrades and enhancements; develop and maintain principles for triaging change requests.
- Supports measurement-based outcomes and data driven care, quality improvement and research initiatives.
- Advocates for standardized data collection and streamlining intra-professional documentation to reduce the clinical burden associated with electronic health records and other clinical information systems
- Assess and ensures the information technology processes to determine efficiency, usability and effectiveness
- Ensure the security and reliability of the Information and telecommunications systems
- Collaborates with the Chief of Staff, Physician IT Lead, Medical Directors, and medical staff to ensure identified patient outcomes are achieved
QUALIFICATIONS/REQUIREMENTS
Required
- Bachelor of Science in Nursing
- Post graduate education in nursing, health administration or informatics
- Demonstrated commitment to ongoing learning
- Proven track record in being able to simultaneously manage multiple completing priorities
- Experience in implementing large-scale clinical information systems and digital health initiatives
- Demonstrated extraordinary interpersonal skills necessary to interact with all levels of hospital personnel and external parties, comfortable with an interdisciplinary culture of collaboration, a commitment to people and a collaborative and influencing style of leadership to the internal member of the Northumberland Hills Hospital family and its external partners
- A belief and passion in clinical informatics/digital health and a commitment to improving quality
- Excellent oral and written communication skills with attention to details
- An aptitude for exceptional communication, negotiation, and conflict resolution skills
- Ability to establish and maintain excellent relationships for the Hospital with partner health service providers
- Ability to work and lead in an atmosphere of change and under conditions of ambiguity
- Demonstrated experience in ability to steer the clinical programs towards the strategic directions and vision established by the Board
- Knowledge in project management philosophy with the ability to coordinate, plan and execute projects with wide-ranging and complicated interrelationships.

WORKING CONDITIONS & ENVIRONMET
The successful incumbent should be prepared to work Monday to Friday in a very busy office environment with many interruptions.
There is often a requirement to work beyond standard hours (may include weekends) to attend out of town and local meetings, and/or respond to calls from on-call Directors.
EMPLOYMENT REQUIREMENTS
Successful applicants are required to provide a satisfactory vulnerable sector criminal reference check, that was complete less than one year from the date of hire. This requirement must be met within the first sixty (60) days of employment.
Additionally, to the above, successful applicants are also required to complete the Health Care Worker Health review process which includes providing an up-to-date immunization record to ensure compliance with the Ontario Hospital Association Communicable Diseases Surveillance Protocols within the first thirty (30) days of employment. Northumberland Hills Hospital operates a mandatory COVID-19 vaccination policy for all staff.
Due to the ongoing pandemic, Northumberland Hills Hospital may choose to conduct parts/all the hiring process virtually.
